This year has come to a close, and every year there are so many happenings that we easily forget about those. We, the A.G.U. English newspaper, selected important Top-5 news of 2013.

1;Syria civil war

It is the crash between the antigovernment groups and the military power by the Syria government army which have continued in Syria since 2011. Many people would think that it is a dispute among the Syria people because it is often called a civil war, but there are also a lot of influences from outside the country in fact. On May 5, an examiner of the United Nations Human Rights Council found that Sarin was used in Syria, which is one of the most dangerous chemical weapons. On August 18, the United Nations investigating commission went to Damascus to investigate the existence or nonexistence of use of nerve gas, such as Sarin. On August 28, Britain submitted the resolution which admits the use of forces to Syria to the United Nations Security Council, and its basis was the use of the chemical weapon. However, it was not approved because of the China and Russia’s oppositions. There has been an investigation to find which side used Sarin, and also there has been more and more worry about the Syria civil war in the world, wihch is still likely to be continued.

シリア内戦は2011年よりシリアで続いている反政府運動及びシリア政府軍と反体制派による武力激突のことである。内戦と呼ばれることがよくあることから、シリア国民どうしの紛争であると考えている人もいるが、実際にはシリア国外からの勢力も多い。5月5日、国連人権理事会のシリア問題に関する国際調査委員会のある調査官は、シリア反体制派武装勢力がサリンを使用した可能性が高いことを明らかにした。8月18日、サリンなどの神経ガスの使用の有無を調査するための国連調査団がダマスカスに入った。8月28日、イギリスが化学兵器の使用を根拠としたシリアへの武力行使を容認する決議案を国連安全保障理事会に提出。しかし中国・ロシアの反対により合意に至らなかった。

2;In Amenas hostage crisis.

On January 16, the armed group of the al-Qaeda attacked the plant of natural gas in In Amenas the east of Algeria and restrained 150 Algerian and 41 foreigners as a hostage. The attacked plant was managed by a joint corporation, and Nikki was the Japanese corporation whose work was constructing plants and which also participated in this construction. Algeria forces conducted airstrikes on January 17, and the special forces of them stormed and gained the spot on January 21. Ten Japanese who were the employees of Nikki were killed in this battle. There was the testimony that the armed group aimed at Japanese people and restrained, so it was very shocking news for Japanese.

1月16日、アルカイダ系の武装勢力が、アルジェリア東部にあるイナメナスにある天然ガス精製プラントを襲撃し、アルジェリア人150人と外国人41人が人質として拘束された。襲撃された施設は合弁企業によって経営されており、建設には化学プラントを建設する日本の日揮も参加していた。17日、アルジェリア軍がヘリコプターで空爆するなどの攻撃を行い、21日には、アルジェリア軍の特殊部隊が現場に突入、制圧して作戦は終了した。この戦闘で10人の日本人が亡くなった。犠牲になった日本人は全員が日揮の社員であった。武装勢力は日本人を狙った、という証言もあり、日本人にとって非常に衝撃的なニュースであった。

3;The second inauguration ceremony of Barack Obama

On January 20, based on regulation of U.S. Constitution, the inaugural oath ceremony was held in the White House. The United States American Supreme Court director, the first lady, and two daughters attended the ceremony, thus the second Obama Administration started. For the second Obama Administration, the internal subjects will be accumulated, for example, cutting annual expenditures and strengthening a gun control. Moreover, many foreign policy tasks, such as a measure against a terrorist organization and a nuclear development problem of Iran, will also be carried out. However, the U.S.A.’s paper reported that the second administration historically had not gone as planned. In the past, the former president Wilson said to have suffered an infarction in his second term, former president Clinton caused the immoral conduct incident, and former president Bush caused the war on Iraq and a financial crisis. It indicated that the political power which continued two terms in the past was hit by the trouble.

2013年1月20日、アメリカ合衆国憲法の規定に基づき、ホワイトハウスでアメリカ合衆国連邦最高裁判所長官、大統領夫人と二人の娘が立ち会う中で就任宣誓式を執り行い、第二期オバマ政権がスタートした。21日にはワシントンで就任式が行われた。

2期目のオバマ政権は、歳出削減、銃規制の強化、移民政策の見直しなど、内政課題が山積している。また、アルジェリアの人質事件で喫緊の課題となったテロ組織対策や、イランの核開発問題などの外交課題も多く抱える。しかし、「歴史的に2期目は予定どおりにはいかない」と米のある新聞は報じた。過去には、ウィルソン元大統領は2期目に脳梗塞を発症、クリントン元大統領は不倫事件、ブッシュ元大統領はイラク戦争と金融危機を引き起こすなど、過去2期続いた政権はトラブルに見舞われていると指摘した。

4;Boston marathon bombings

During the 117th Boston Marathon, bombings and explosions occurred twice among the race in the Copley Square near the goal, three people died and 282 persons got injured. Boston Marathon was held in Boston on April 15, and it is one of the three biggest Marathon races in United States, so many runners from both within and outside the country had gathered. At the time an incident occurred, the clock which was installed near the goal for record had pointed out "four hours, nine minutes, 43 seconds," and this was the time zone when most runners made a goal in the last meeting. According to the announcement of a peace organization, the explosive might have contained metal pieces, such as a ball bearing and a nail to be high effectiveness. The brother of Chechen ancestry was arrested as the suspect of this incident, and this brought the people of Chechen the shock.

4月15日、この日、ボストンでは第117回ボストンマラソンが開催されていた。ボストンマラソンはアメリカ3大市民マラソンに数えられる大会で、国内外から多くのランナーが集まっていた。そのレース中、ゴール付近のコプリー広場で2度爆発が発生、その際に3人が死亡、282人が負傷した。この爆発で周辺の店舗の窓ガラスは粉々に吹き飛ばされた。事件の発生当時、ゴール付近に設置されていた記録用の時計は「4時間9分43秒」を指しており、これは前回大会で最も多くのランナーがゴールした時間帯であった。今回もトップランナーたちは2時間ほど前に現場を通過しており、後方にも多くのランナーが走行していた。治安機関の発表によると爆発物は、殺傷能力を高めるためにボールベアリングや釘などの金属片が含まれていた可能性がある。この事件の容疑者とされたのはチェチェン系の兄弟で、このことはチェチェンの人たちに衝撃をもたらした。

5;Tokyo bid for the 2020 Summer Olympics

On September 7 (September 8 Japan time), the host city of the 2020 Olympics and Paralympics was decided by the International Olympic Committee (IOC) in Buenos Aires. It was Tokyo. It is second time for Tokyo to hold the Olympics since its first time in 1964. The big cheer and applause arose at the moment which the chair of IOC read out "Tokyo" in a silent hall. The members of Tokyo Olympic invitation committee stood up all at once, embraces each other, and shared their joy. After being defeated by Rio de Janeiro in the final selection in 2009, Tokyo has carried out various works in order to raise the approval rating which was the cause of defeat. Probably, there are many people who saw the PR of invitation of Tokyo Olympics on a television, a town, a station, etc. The economic effect of Tokyo Olympics is estimated about 300 million yen, and it is said that the number of employment induction will be 150,000 people. It is certain that this will be a big event of this century for Japan.

9月7日（日本では8日）、ブエノスアイレスで行われた国際オリンピック委員会（ＩＯＣ）で2020年のオリンピック・パラリンピックの開催都市が東京に決まった。東京でのオリンピック開催は、1964年大会以来56年ぶり、2度目となる。発表の瞬間、静まりかえった会場でIOC会長が「東京」と読み上げた瞬間、大きな歓声と拍手がわき上がった。招致委員会のメンバーたちは、一斉に立ち上がり、抱き合って喜びをわかちあった。東京は2009年の最終選考でリオデジャネイロに敗れてから、敗因であった支持率を上げるために様々な工夫をしてきた。テレビや街、駅などで東京オリンピック開催のＰＲを見た人も多いだろう。2020年東京オリンピックでの経済効果は約3億円、雇用誘発数は15万人だと言われており、今世紀の日本にとってビッグイベントになることは間違いない。
